I have reported this bin a couple of times as it is damaged. The last time (see screenshots) the response was that it is not the Council’s responsibility. I have now talked to the estate team at Elephant Park and they say that the bins on public pavements were handed over to the Council when the development was completed and they have no further responsibility for them.
