by cferejohn "More room for increased population" did not seem to be a problem. That is in fact why we all seemed reluctant to build it. Public gets to fill it 2/5ths full when they build it and nobody else gets to add any at all. I don't think there was a single moment where there was any unhoused population on the board other than when an event exhausted an infrastructure which was than immediately rebuilt by the next player who had the opportunity. Keeping the spots full was a much bigger issue because owning half-full infrastructure is ruinously expensive. Again we were playing '40s-'50s, so maybe that's different in other decades.
