by Philip Jelley Your interpretation is correct, it will cost 4 AP to cross a sea with land troops, less if only using Leaders and Longships.The Saxon fleet was a big design problem as it should have stopped the Norman invasion fleet, but didn’t.Robert Curthose had varying success, successfully crossing on one occasion and seeing his fleet sunk on another.Therefore there has to be a penalty for crossing a Sea in the face of a superior fleet, and +1 AP is fairly mild.

by judson_cowan You hit the nail on the head. These are meant to be interesting problems for players to solve and one of the best solutions is just to eat them. Or, as you mentioned, just never returning to port once you have them. They're very good value for their strength!
